IN THE SHADOW OF LAX

In this advanced design studio, students undertook a specific study of land use adjacencies surrounding Los Angeles International Airport (LAX).

The primary objective of the project was the preparation of a schematic design package that addresses the historic background of surplus property, specific needs of local habitat, technical constraints related to the operation of a major international airport, and the recreation needs of the adjacent residential neighborhood of Westchester.

Project design criteria leading to near- and long-term goals were developed by identifying opportunities and constraints related to enhancement of the environs surrounding LAX.
The goal of this advanced design studio was to take a fresh look at the areas surrounding Los Angeles International Airport (LAX) and to create a coherent design that accommodates the need for community open space, habitat for sensitive and endangered species and the safety and needs of the airport.

As a result of significant land assembly by Los Angeles World Airports (LAWA) in anticipation of future airport operations, LAX Northside contains vast areas of underutilized, vacant land. This land became the central focus of the study area.

The project area is a complex mix of residential and commercial development, sensitive habitat, and one of the world’s largest international airports at its center. Past planning efforts resulted in a patchwork of land uses; some deliberate and some as a result of abandoned land use policy decisions.
The site is, for the most part, bounded by Westchester Parkway and the communities of Playa del Rey and Westchester to the north, Imperial Highway and the city of El Segundo to the south, Sepulveda and La Cienega to the east, and the Pacific Ocean to the west. The project area also includes Lincoln Boulevard between Westchester Parkway and Ballona Creek, as this arterial street serves as a major entry and commercial gateway into the project area.

The endangered El Segundo Blue Butterfly lives on native buckwheat on the sand dunes between the ocean and the airport’s western boundary.

The residential ommunities follow typical land use planning, comprised of areas of largely single family homes bounded by multi-family homes and retail development. There are also large tracts of industrial land nearby and adjacent to our project area, including the Texaco-Chevron oil refinery in El Segundo, the Hyperion Wastewater Treatment Plant owned by the City of Los Angeles, and the Scattergood Steam Generating Plant. Raytheon’s aerospace facilities are also nearby, a by-product of the numerous ancillary aerospace businesses that once dominated the area.
